עוד עולה מההודעה כי משרד האוצר האמריקאי צירף את החברה ל"רשימה השחורה" שלו וכי הוא אוסר על אזרחים אמריקאים לבצע עמה עסקים. להלן לשון ההודעה כפי שהתקבלה בבורסה:
In the context of monitoring the situation in the Central African Republic, the Sanctions Committee, established by United Nations Security Council resolution 2127 (2013) on Thursday 20 August 2015, implemented sanctions against several persons and entities, including BVBA KARDIAM, located at Hoveniersstraat 30, 2018 Antwerp. The EU has adopted this UN decision by means of implementing regulation (EU) 2015/1485 of the Council of 2 September 2015.
By means of justification for these sanctions, the Sanctions Committee referred to §12(d) of resolution 2196 (2015), in particular the support provided to armed groups or criminal networks in the Central African Republic through the illicit mining and trade in natural resources, including diamonds and gold. For entities sanctioned by the Committee on this basis, the aforementioned paragraph of resolution 2196 (2015) provides for, inter alia, a freezing of funds.
On 21 August 2015, the American “Office of Foreign Assets Control” (OFAC), a division of the “U.S. Department of the Treasury”, added BVBA KARDIAM to the American “Specially Designated Nationals List”. This sanction entails a freezing of funds as well as prohibiting American citizens from conducting business with the entity in question.
By means of this letter, I would like to call on you, within the framework of your mandate and competencies, to take the necessary measures and to inform your members about these sanctions so that, with consideration to the previous, the integrity of the global diamond trade, and particularly of Antwerp as the largest rough and polished diamond trade center in the world, remains safeguarded.
